ART.1

INSTITUTION

The City Council recognized Greek Tower:

- the importance of closer and involve young people and youth gathering as active and proactive participation of institutions and as a source of enrichment and growth of the social and cultural center;

- the need to work closely with different organizations and social organizations that make up the universe youth of our city;

Recalling its Resolution No. 38, 4.10.2007 by which adopts and endorses the principles set forth:

- in the White Paper the European Commission - new impetus for European youth ", approved by the European Commission 21 November 2001;

- the "European Charter on youth participation in local and regional" adopted by the Congress of Local and Regional Authorities of Europe May 21, 2003;

- the "European Charter Initiative for Youth", adopted on 19 November 2004 by the European Commission's Youth:

establishing the "LOCAL YOUTH FORUM" whose duration is unlimited, defined as a body and participation in democratic institutions, which enables young people a direct confrontation with the local elected bodies, ensuring the necessary conditions for the direct involvement of young people in the public interests of the community.

ART. 2

commitments of MUNICIPAL

The City Council is committed to:

a) Insert the agenda of the City Council at least once a year, the programming of local youth policies in the form of specific Local Plan Young;

b) require the opinion in the Forum on their budgets and plans of investment in youth policies and on issues of relevance;

c) send, at the request of the Forum, records, documents, studies and data permitted by the rules in force;

d) ensure publicity for the initiatives agreed upon and any documents of the Forum;

e) Encourage the use of Part of the Forum, published in the press for autonomous spaces and on the internet Ente Ente;

f) Encourage the use of self-managed autonomous spaces within the intelligence services and facilities for young people of the City;

g) to promote and care for the implementation of the initiatives of the "Youth Forum" to enter into arrangements or agreements with public or private to members of the Forum and provides organization team of specialists in the field of youth interest;

h) give the Forum a suitable site, providing local and equipment for activities of daily living;

i) include in its annual budget an appropriation designed to operate in the Forum;

m) to send the Agenda of the meetings of the City Council to the President of the Forum, with its call, to ensure their participation.

ART. 3

AIMS 'FORUM

The "Youth Forum" has not profit and may not be in any way finalization of any policy tool personalistic or individual, and as well as all activities that are directly related to the guiding principles of the law establishing, may:

• encourage all initiatives aimed to develop the civic awareness of young people in order to ensure the effective participation of users in the political life - the city administration;

• organize, in cooperation with the municipality or private initiatives and cultural activities (art, music , cinema, theater, literature, etc..), sport, tourism, Ecologist, social and recreational activities, in order to increase youth participation in social life;

• interact with associations and social forces not only in the municipality, to promote the cultural development of young people;

• favor with all necessary infrastructure development of the City, pursuing ll necessary steps Comuneeio of municipal infrastructure development, to promote the development cult a policy of upgrading the image in Italy and worldwide;

• issue advisory opinions at the request of the institutional bodies of the municipality, who are obliged to request, whenever there are provisions on work with young people;

• make proposals to the Mayor, the standing authority or other public entities, participating actively decentralized forms of democratic management of local power, and working closely with the Department for Youth Policy Officer or any previously stated by the Administration;

• entertain, through partnerships operated by the City, good relations and cultural with other social organizations of foreign countries, in order to seek the cooperation and development between peoples.

ART. 4

COMPOSITION OF THE FORUM

The number of members is unlimited.

The Forum is open to all citizens residing or domiciled in the town of Tower of Greek who have reached 16 years of age and who have not yet passed the age of 29, in line with the provisions of Law , without distinction of sex, race, language, religion, political opinion, personal and social conditions.

At the completion of the 30th year the member is automatically invalidated by any office.

Forum and its organs shall hold office for two years. The heads of organs of the Forum can not carry out their mandate for more than two consecutive terms.

ART. 5

BODIES FORUM

ART. 6

ASSEMBLY OF YOUNG

The General Assembly may be ordinary or extraordinary, and is called by the President.

ART. 7

TASKS OF THE ASSEMBLY OF YOUNG

• elect the Board of Auditors;

ART. 8

• expresses binding opinions requested by the Mayor or the City Council, submitting a report explaining the reasons within ten days from the date of receipt of the request for an opinion;

• makes proposals to the Mayor, the Board, City Council in the manner prescribed by this Statute;

• may invite to its meetings of experts on the subjects on the agenda;

• approves internal regulations.

Art. 9

Composizione e modalità di elezione del Consiglio dei Giovani

Il Presidente uscente, o in mancanza il Sindaco, convoca i soci per l’elezione del Consiglio e del Presidente del “Forum della gioventù” mediante avviso da affiggere nella sede del Forum e all’Albo Pretorio almeno venti giorni prima della date of election.

• a young representative of the trade associations that deal with the discomfort youth, age and function, representative of the condition of youth, named among the member organizations of the Forum, on the basis that these are entirely delegated;

• a young representative of the self-employed (entrepreneur, craftsman, etc..) according to age and condition of youth representative, appointed associations between the members of the Forum, on the basis that these are entirely delegated;

• a young representative of the city's community of immigrants, if present on the territory, appointed on the basis that it is entirely delegated;

Article 10 The president

Council of Young

The President is the "Youth Forum".

The President shall convene and preside over meetings of the discipline and of the "Youth Forum".

The President shall implement the resolutions of the Council and Assembly, which reports on the activities carried out, and deals day administration of the Forum.

The President participates in the meetings of the City Council to carry out the activities under this Statute.

The President appoints the Honorary Council who will chair the Council constitution.

The President is assisted by Vice-President, which in case of failure, place in his stead.

Article 11

Council Statutory and compulsory arbitration

Statutory The Council is composed of the vice president, treasurer, auditors, plus five other members: one appointed by the President and four appointed by the Council, and five alternate members (who take over in case of unavailability of a member) appointed by the President.

All members of the Board of Statutory have the right to attend meetings of the Assembly and the Governing Council, with the right to speak but without voting rights.

Le controversie che dovessero sorgere in dipendenza della esecuzione o interpretazione del presente Statuto, nonché quelle relative alle esclusioni deliberate dal Consiglio direttivo e non accettate dal socio destinatario del provvedimento, saranno rimesse al giudizio insindacabile del Consiglio Statutario.

Art. 12

Integrazioni dello statuto

Per disciplinare ciò che non sia previsto nel presente Statute, the Rules of procedure and the resolutions of corporate bodies, you should refer to the rules of entities contained in Book I of the Civil Code and, alternatively, the rules contained in Book V of the Code.

Article 13 Transitional rules

The first year of the Forum is considered experimental as:

1) The call for entries to the Forum remains open for a month;

2) A special technical committee, consisting of the Director of the Field concerned, will assess applications received by agencies representation of youth and will determine final admission form in assessing whether the required qualifications;

3) Within 15 days after the date of expiry of the notice for registration shall be granted the right to the position of Director of representatives of youth organizations admitted to the Forum;

4) Within the next 15 days are held elections for the elective share in a manner of conduct established by special act of the members of law;

5) The Council youth is renewed as provided for in this Regulation, at the end of the experiment.
