Entry requirements:

a) can register all young people aged between 14 and 29 years who live, study, work or play activities in the city;
b) may also enroll:
1. the upper secondary school located in the municipal area;
2. Associations, clubs, cooperatives, youth movements parish, the citizen movements that pursue goals directly or indirectly related to the activity of young people and for which there is a leading bodies representing young people;
3. trade associations, working in the area;
4. groups and youth political movements operating in the area;
