ART.1
INSTITUTION
The City Council recognized Greek Tower:
- the importance of closer and involve young people and youth gathering, which presence active and proactive participation of institutions and as a source of enrichment and growth of the social and cultural center;
- the need to work closely with different organizations and social organizations Youth make up the universe of our city;
Recalling its Resolution No. 38, 4.10.2007 by which adopts and endorses the principles set forth:
- in the White Paper the European Commission - new impetus for European youth ", approved by the European Commission 21 November 2001;
- the European Charter of youth participation in local and regional "adopted by the Congress of Local and Regional Authorities of Europe May 21, 2003;
- the" European Charter Information for Youth ", adopted November 19, 2004 by the European Commission's Youth ;
establishing the "FORUM CITY OF YOUTH "as a permanent meeting space for young people, the youth gathering and the City Administration.
ARTICLE 2.
COMMITMENTS
The City Council of the City Administration is committed to:
a) Enter the order the agenda of the City Council at least once a year, the scheduling of local youth policies in the form of specific Local Plan Young;
b) require the opinion in the Forum on their budgets and plans of investment in youth policies and issues of relevance;
c) to deliver at the request of the Forum, records, documents, studies and data permitted by the rules in force;
d) pubblicizzare le iniziative concordate e gli eventuali documenti del Forum;
e) favorire l'utilizzo da parte del Forum, di spazi autonomi sulla stampa edita dall’Ente nonché sul sito Internet dell’Ente;
f) favorire l'utilizzo di spazi autonomi autogestiti all'interno dei servizi di informazione e di strutture dell'Amministrazione Comunale rivolte ai giovani;
g) attivare nell’ambito delle linee guida della Regione Campania e del SIRG - Sistema Informativo Regionale della Gioventù un “Comitato direttivo Informagiovani e Forum” costituito dal Responsabile del Centro Informagiovani e dei Punti Informagiovani di ambito territoriale e dal Presidente del Forum, con il compito di concertare la programmazione e il monitoraggio delle azioni e dei prodotti offerti dalle Agenzie, dai Centri e dai Punti di informazione per la gioventù e tutte quelle comunque destinate ai giovani. Il Comitato avrà riunioni periodiche e si esprimerà sulla programmazione e sui progetti che attengano ai servizi Informagiovani ed ai giovani in generale;
h) dotare il Forum di una idonea sede, mettendo a disposizione locali e attrezzature per lo svolgimento delle attività quotidiane;
i) inserire nel proprio bilancio annuale uno stanziamento finalizzato al funzionamento del Forum.
ART . 3
FINALITA' DEL FORUM
Il Forum ha le seguenti finalità:
a) definire gli obiettivi policies and programs relating to the responsibility of the Municipal Youth;
b) assist the Municipal Administration for an information and communication involving institutions, groupings and associations including the Forum, in organic relation with the structures of youth information, that interact synergistically with the entire activities of the Forum;
c) to provide young people a place where they can express themselves freely on topics of interest to them, including the opportunity to submit proposals to the City and other local authorities;
d) giving youth the opportunity to speak and act on issues that concern them, training them in democratic life and the management community life;
e) to promote public policy initiatives, conferences, debates, research on youth policy;
f) to promote projects at local, provincial, regional and community level in collaboration with public institutions, associations and other forums, aimed at young people;
g) to promote a relationship of communication with the youth of the Municipality in cooperation with the realities, groupings, institutions in the Forum or interested in the work of the same;
h) facilitate the establishment of an integrated information system between local government , youth and groups of young people, compared to the emerging needs throughout the municipality and the actions thereof;
i) promoting and implementing public and voluntary initiatives in the field of youth policy and implement partnerships with the municipal administration services for young people.
ART. 4 MEMBERSHIP OF THE FORUM
Forum Members are residents aged between 16 and 29 years and who identify with the Assembly of Youth.
The Forum is open to contributions from everyone.
Forum and its organs shall hold office for two years. The heads of organs of the Forum can not carry out their mandate for more than two consecutive terms.
ART. 5
BODIES FORUM
The representative bodies of the Forum are:
1. Assembly of Youth
2. the Youth Council
3. President of the Council of Young
ART. 6
ASSEMBLY OF YOUTH The Youth Assembly is composed of all young people aged between 16 and 29 years who live, study, work or activities in the city area, which, after notice Ente issued annually, submit registration application to it.
The assembly elects its own representatives to the Youth Council.
ART. 7
ASSEMBLY TASKS OF YOUNG
The Assembly has the task of
- Propose initiatives to the Council of Young;
- Promote pubbliche, convegni, dibattiti, ricerche in materia di politiche giovanili;
- promuovere progetti a livello locale, provinciale, regionale e comunitario anche in collaborazione con Enti pubblici, Associazioni ed altri Forum;
- esaminare e fare propri i documenti elaborati dalle commissioni tematiche istituite nel Consiglio dei Giovani;
- promuovere un rapporto di comunicazione con i giovani del Comune in collaborazione con le realtà, le aggregazioni, le Istituzioni presenti sul Territorio ed interessate ai lavori del Forum;
- Esprimere parere sull’attività del Consiglio dei Giovani e sui bilanci preventivi dell’Amministrazione Comunale con riferimento ai capitoli di spesa in materia youth policy;
- Approve Constitution and Regulations proposed by the Youth Council;

ART. 8
the youth council
The Council is the management body of the Forum. It 's a structure where young people will assume direct responsibility for the projects they developed on the basis of guidelines dictated by the Assembly.
The Council expresses the widest possible representation of youth. It 's the place where you meet the youth representatives, freely chosen by them, and members of the Law of the Youth Council.
ART. 9
Key Features of the Youth Council
The Council shall:
- Transpose and make their petitions and proposals of the Assembly of Youth;
- Identifying the needs and demands of young people, examining their issues;
- Concert with the institution's internal policies Municipality, in connection with the interests of youth;
- Promoting debates and studies for projects with the help of the structure Informagiovani, experts and local government;
- Present project proposals to the municipal administration, in relation to the issues interest of youth;
- Work actively to service provided for young people, even by carrying out assignments in the form of voluntary work on behalf of the Authority, to improve the effectiveness and efficiency, after concluding the appropriate disciplinary

Within the Council, representatives of young people can join in the thematic commissions, taking into account what are the needs of the area.
The establishment of thematic commissions is approved by the Board, which sets out the tasks, duration, composition and mode of operation. Commissions default themes are those relating to:

can be part of the thematic commissions, in addition to Council members, young members of the Forum, of particular relevance to the theme of the committee, and who have submitted specific instance of participation.
Each committee elects a spokesman. The committees have the task of the administration to raise those issues that are heartfelt and close to young people and, together or individually, develop project proposals, ideas or initiatives.
The Council elects from within the Prime Minister of Youth may set up a secretariat.
Article 10 Composition of the Council of Young
The Youth Council consists of one share of members of law and a quota of having elected members aged between 16 and 29 years.
are members by right:
a) A representative of each upper secondary school located in the municipality, indicated by the respective student assembly;
b) A delegate to any associations, clubs, cooperatives, church youth movement, national movement that directly serve or purpose indirectly related to the activity of young people, whose membership is made up of consistency at least 50% of young people up to 29 years and the statute which indicates that the association pursues social development of young people;
c) A representative of the organizations category, resident or working in the area;
d) A representative of each group or political youth movement operating in the area;
The members of the Law of the Youth Council members must be at the Forum.
Councillor responsible for youth policy shall participate, without right to vote, in the Council's work.
ART. 11
Election of the elective share of the Directors of the Young
Once the number of ex officio members of the "Council" shall proceed to elect an equal number of members of the elective share.
The consultation takes place in the polling station identified by the City Council. They are entitled to vote the residents gathered at the meeting between the ages of 16 and 29 years. Nel caso in cui le candidature presentate siano in numero uguale o inferiore ai membri di diritto, non si procederà alle elezioni. In tal caso tutti i candidati assumeranno automaticamente la carica di Consigliere dei giovani
Possono presentare la propria candidatura i giovani iscritti al “Forum”, che non appartengano ad associazioni o gruppi già rappresentati di diritto nel Consiglio dei Giovani.
Non possono presentare la candidatura coloro che rivestono la carica di amministratore del Comune. Non possono presentare la candidatura, inoltre, coloro che rivestono cariche elettive di partito o sindacali.

Article 12 The President of the Council of Young

- Coordinare i lavori dell’assemblea;

- Partecipare, se invitato rispettivamente o dal Presidente del Consiglio Comunale o dal Sindaco, senza diritto di voto, ai lavori del Consiglio e della Giunta Comunale, laddove all’ordine del giorno siano inseriti temi di pertinenza delle Politiche Giovanili;
Il Presidente convoca l’Assemblea dei Giovani in via ordinaria due volte l’anno ed in via straordinaria tutte le volte che it thinks fit, or if requested by at least ¼ of the members of the Board, or ¼ of the members of the Assembly.
The President shall convene the Council of Young in the ordinary way three times a year and in extraordinary session whenever it thinks fit, or if requested by at least ¼ of the members of the Council.
Article 13 Transitional rules
The first year of the Forum is considered experimental as:
1) The call for submissions at the Forum will remain open for a month;
2) A special technical committee, consisting of the Head of Sector concerned, will evaluate the applications received from organizations representing youth and will determine final admission form in assessing whether or not meeting requirements;
3) Within 15 days after the date of expiry of the notice for registration shall be granted the right to the position of Director of representatives of youth organizations admitted to the Forum;
4) Within the next 15 days are held elections for the elective share in a manner of conduct established by special act of the members of law;
5) The Youth Council is renewed, manner prescribed by this Regulation, at the end of the experiment.
